Common rate change questions & answers

What is a rate update?

It is a rate table software update in your mailing equipment. The rate table in your mailing equipment stores the correct postage and fee for every combination of postal product, Extra Service, weight and ZIP Code/Zone supported by your equipment. Your mailing equipment references the updated rate table in order to calculate the correct postage and fees.

How do I install or download my rate update?

Your update will be accompanied by installation instructions. You may obtain more detailed instructions for updating the rates by visiting the Rate Change Information area of the Knowledgebase.

Each of our rate change telephone agents is specially trained to assist you. You may also contact a Service and Repair team technician for live assistance by selecting the Repair menu prompt offered on 1 800 636 7678. Repair representatives are available Monday through Friday between 7 a.m. and 6 p.m. Central Time. Please note that you will need your customer account number available to expedite contact with our Repair telephone-support team.

How can I determine if I have already downloaded the rate change?

The instructions for verifying if your machine has already downloaded the rate change can be found by visiting the Rate Change Information area of the Knowledgebase.

Am I covered by a rate change protection contract? What if I didn't receive my rate update?

Please contact Customer Service at 1 800 636 7678. Representatives are available Monday through Friday between 7 a.m. and 6 p.m. Central Time.

My mailing system is covered by online rate protection. How do I download the new rates?

Simply connect your online-enabled mailing machine and download the rates by going to the ONLINE SERVICES menu on your mailing machine and placing a GENERIC CALL to Quadient USA’s server. The download will take no longer than three minutes if you are downloading the update into a mailing machine that is connecting by modem; only seconds if the machine is LAN-connected. After the download, the mailing machine will automatically switch to the new rates when they become effective.

I need to send a purchase order for my update. What do I do?

For the January 26, 2020, Rate Change the purchase order for rate change protection must be sent before January 26.

How is the rate table software in my mailing equipment updated?

All IS-, IN- and IM-series mailing machines must connect to Neopost’s online server to electronically download rate updates. Rates may be downloaded into the mailing machine in advance of the effective rate change date because the mailing machine can store both a current and future rate table.

Some IJ- and WJ-series mailing machines are also capable of connecting to Neopost’s online server to electronically download rate updates in addition to accepting smartcard rate updates. Rates may be downloaded into the mailing machine in advance of the effective rate change date because the mailing machine memory can store both a current and future rate table.

Most IJ- and WJ-series mailing machines require a smartcard to be inserted in the mailing machine base before the new rate table software can be loaded. Weighing platforms that connect to mailing machine bases do not require separate rate updates. Smartcard updates to the mailing machine may be performed prior to the effective rate change date because the mailing machine memory can store both a current and future rate table.

Freestanding scales require installation of a Rate-Pak^® rate chip in order to rate a mailpiece. A Rate-Pak^® should not be installed until the new rates take effect because freestanding scales only support current rates.

What is rate change protection?

An annual Rate Change Protection (RCP) contract covers the cost of purchasing an individual update each time the USPS implements a price increase. The cost of the annual contract is substantially lower than the cost of buying updates for your equipment separately and coverage ensures automatic shipment and on-time delivery of the new rates.

What is the best source of information about the USPS price changes?

Visit the USPS postal explorer website https://pe.usps.com. Publication 123 – DMM Notice 123 – is the definitive reference guide for USPS rates.

To what address should I return my out-of-date rate updates?

A pre-paid, self-addressed envelope is included with the SE/ST/WJS scale rate change packs. Please do your part for the environment and recycle wherever possible. If your return envelope is missing, please send your obsolete rate change pack to:

Dimensional Weight FAQ

What is a dimensional weight?

Dimensional weight is used to calculate the shipping cost of larger packages with lower weights, aka light packages that take up a lot of valuable space in a delivery truck or airplane.

Why is dimensional weight important?

Because of dimensional weight, sending large, bulky packages can get expensive and negatively affect your business’s bottom line.

Businesses should be aware of dimensional weight pricing and try to fit packages in the smallest packaging available. You can also explore flat rate shipping options to be sure that your shipments won’t be charged based off of their dimensional weight.

How is dimensional weight calculated?

Dimensional weight is calculated by multiplying the length, width, and height (L x W x H) of a package and rounding up. If the result is greater than 1,728 cubic inches (1 cubic foot) divide by the correct divisor below.

UPS® and FedEx® divisor: 139
USPS® divisor: changing from 194 to 166

Which carriers use dimensional weight?

The major carriers, FedEx®, UPS®, and USPS®, all use dimensional weight to price lighter packages that take up valuable space in a delivery truck or airplane. Although the USPS® dimensional weight divisor is changing, they still offer the best dimensional weight pricing. The USPS® dimensional weight divisor is 166 while the divisor for UPS® and FedEx® is 139. Here’s a trick to remembering: the lower the divisor the more expensive it is to ship your package.

What changed June 23 2019?

The USPS® DIM weight divisor changed from 194 to 166. So if your business ships larger, lightweight items you’ll want to listen closely as to what services are affected and how you can keep your shipping invoices down after this change.

Starting June 23 (2019), DIM weight pricing will affect Priority Mail®, Priority Mail Express®, and Parcel Select Ground packages that are over one cubic foot.

What is considered a package?

Per the USPS, if your mail piece isn’t a postcard, letter or a flat (large envelope), then it is a parcel! A parcel is usually anything that is larger than 3 inches high x 6 inches long x ¼ inch thick. However, when it doubt, measure anything that is not a letter that looks like it may qualify for dimensional weight pricing.

To what address should I return my out-of-date rate updates?

Most standard sized padded envelopes will not be subject to DIM weight. However, it is always important to measure your packaging to see if it is larger than 1 cubic foot (over 1,728 cubic inches) and therefore subject to dimensional weight pricing.
